"Kabutar"
Introduction

"Kabutar" (Dove) Analytical Research Center is a private
research center, which was founded by Muzaffardjon R. Khudoikulov,
in 2003. The Center, shortly named as "Kabutar", has an
inter-disciplinary approach in all fields of social sciences.
"Kabutar" aims to follow social, political and economic developments
that occur in regional or global scale and to search for solutions
to possible problems by promoting researches and analysis.
Rapid and extraordinary developments in technology cause significant
change and transformations in many areas of interest to society.
Dazzling change in science, technology, politics, security,
sociology and culture make it difficult to anticipate connections
between events and their consequences.
The enormous speed of the transformation process, the
multidimensionality of events, and the increasing dependency between
states enhances the effects of globalization. Likewise, economic or
political crisis in any part of the world affect other region.
While ethnic conflicts and divisions within states are occurring in
some regions of the world, other states have developed relationships
related to common economic, political and security goals.
Underlying many problems faced by Tajikistan and the surrounding
region are a basic lack of political, economic and socio-cultural
strategy, vision and planning, as well as the use of outdated
information.
Perceptions of traditional threats to national security as well as
"soft" security issues such as international terrorism,
international migration, drug and human trafficking and
environmental degradation are all included within the framework of
international security.
Some analysts have posited scenarios highlighting possibility of
conflicts and even wars between cultures and religions. It has been
alleged that states, located at cultural intersections in different
parts of the world will bear the heaviest costs of these conflicts.
However, strategic research and studies of the region that includes
Tajikistan are generally conducted by research centers far from the
region, calling into question the adequacy, credibility and
cost-efficiency of those studies.
Most strategic research centers have resources ranging from
financial support to the ability to engage distinguished academics
and researchers to conduct literature reviews and field research.
There is an urgent need for such organizations in our region.
Studies by existing associations and foundations are inadequate and
unable to conduct the realistic, dynamic research that will provide
different points of view. Thus, Tajikistan’s Independent Analytical
Research Center "Kabutar" has been founded to fill the strategic
research gap.
Goals
a. To initiate and provide decision-makers with realistic, dynamic,
creative and effective solutions and decision options through
scientific research, studies, analysis and evaluations related to
Tajikistan and the surrounding region’s historical, cultural,
political, economic, legal, sociological and geopolitical structure;
it’s bilateral, regional, and multilateral international relations;
and it’s political, economic, and socio-cultural issues.
b. To track global political, economic, technological,
socio-cultural and security-related issues, trends and developments
in Tajikistan’s region by collaborating with other strategic
research institutions at national and international levels.
c. To conduct political, economic and socio-cultural research and
analysis that will contribute to the establishment of perpetual
peace in Balkans, the Middle East, the Caucasus and Central Asia.
d. To plan and carry out activities that will facilitate human
rights, tolerance and cultural reconciliation.
e. To conduct research aimed at determining and pursuing the goals
and economic, social and cultural policies necessary for sustainable
development and progress by determining Tajikistan’s natural, human
and economic resources and means, and to provide public and private
institutions with information on those topics upon request.
f. To contribute to development programs and projects aimed at
reducing the development gap between regions, to determine the
policies and measures that will facilitate the rapid development in
the Priority Region for Development and to make proposals for
research studies accordingly.
g. To pursue joint studies with international research institutions
aimed at developing political proposals and strategies for future.
h. To organize educational seminars with international strategic
research institutions.
i. To open "Kabutar" offices and bureaus abroad.
